Well I'm no scientist so I can't make any claims of my own, but I looked online and it seems like this is another one of those pesky urban legends that is again making the rounds.
There is a very good article at About Urban Legends that can explain the details, but the bottom line is that the plastic in water bottles is tested and does not leach "toxins" when heated.
Though a car can get very hot when the windows are closed, it's no where near hot enough to start making molecular changes in plastic. Burning plastic can create some nasty stuff, like dioxin, which is possibly why people are buying into this particular legend.
